ANALYSIS OF THE LAW ON LOBBYING AND RECOMMENDATIONS FOR IMPROVEMENT

The round table “Analysis of the Law on Lobbying and Recommendations for Improvement” was held today in hotel Moscow, within the Project "Countering Economic Crime in Serbia", funded by Sweden represented by Swedish International Development Cooperation Agency and implemented by the Council of Europe. The aim of the event was to present the key findings of the analysis of the Law on Lobbying and to facilitate discussion on the necessary changes aimed at harmonization with GRECO recommendations, as well as to remove existing obstacles for the effective implementation of the law.

Welcoming the attendees, Director Dejan Damnjanović expressed his gratitude to the Council of Europe for its continuous support to the Agency, that is reflected in its commitment to improving the integrity of institutions and strengthening transparency in society. "With the support of this important international organization, the Agency can carry out its activities more efficiently and contribute to the construction of a more fair and more responsible society." This is of vital importance for strengthening the rule of law and the fight against corruption," said Damnjanović.

Valts Kalnins, expert of the Council of Europe presented Summary of the key findings and recommendations for improvement of the Law on lobbying, analysis of the basic provisions of the Law on lobbying, conditions for lobbying, rules on procedure of lobbying, reporting and record keeping, capacity building needs for lobbyists and lobbied persons, as well as recommendations for further development of lobbying regulation.

The round table gathered Vladimir Vinš, Assistant Minister, Ministry of Justice, Janos Babity, Head of Council of Europe Office in Belgrade, Ana Selić, Program Manager, Council of Europe Office in Belgrade, Nenad Vuković, president of the Association of Lobbyists, a number of lobbyists in Serbia, representatives of the Agency, as well as representatives of civil society.
