EXPERT CONFERENCE ON THE TOPICS: THE IMPORTANCE OF CORRUPTION RISK ASSESSMENT IN LEGISLATION AND LOBBYING IN THE REPUBLIC OF SERBIA

Organized by the Agency, with the support of the OSCE Mission to Serbia, an expert conference was held to address two thematic areas: “The Importance of Corruption Risk Assessment in Legislation” and “Lobbying in the Republic of Serbia.” The goal of the event was to improve transparency and efficiency in the legislative process, as well as to enhance the regulatory framework related to lobbying.

In the opening session, representatives of ministries of the Government of the Republic of Serbia and other state bodies were addressed by: Nenad Vujić, Minister of Justice in the Government of the Republic of Serbia; Jorgovanka Tabaković, Governor of the National Bank of Serbia; Carolina Hidea, Acting Head of the OSCE Mission to Serbia; and Dejan Damjanović, Director of the Agency.

In the first thematic panel, Denis Janković, Head of the Department for Corruption Risk Assessment in Legislation and Lobbying Issues, presented the brochure “Corruption Risk Assessment in Legislation,” which was developed as part of a project conducted during the 2024/2025 Professional Internship Program for Youth from Southern and Southwestern Serbia, in cooperation with the OSCE Mission to Serbia. Participants also had the opportunity to hear from Dubravka Drakulić, Acting Assistant Minister of Economy in the Sector for Control and Oversight of Public Enterprises, who spoke on “Risk Assessment from the Perspective of Authorized Law Proposers.”

The second thematic area of the expert event focused on the obligations of lobbied persons and public authorities in accordance with the Law on Lobbying, considering that public officials and civil servants may be lobbied during the drafting of legislation. Presentations on this topic were given by attorney Nenad Vuković, President of the Association of Lobbyists of Serbia, and Jovan Božović, Acting Assistant Director in the Sector for Corruption Risk Assessment in Legislation, Lobbying Issues, and Complaints.
